By now, you're well aware of the havoc skyrocketing utility prices have wreaked on California's $1.3 billion economy. Deregulation measures intended to cut electricity rates have tripled them instead. Natural gas rates have hit their highest level in 15 years. The two largest utilities in the state could be facing bankruptcy. And, energy consumption levels are only rising in a state that hasn't completed construction of a single large power plant in the past 10 years.
