CHINA'S ACCESSION TO THE WTO IS SO CLOSE, YET SO FAR AWAY

Washington - The signing in November of a bilateral agreement between the U.S. and China defining the terms for China's accession to the World Trade Organization was cause for celebration in the U.S. business community, but the "Battle in Seattle" changed the mood. Protests by labor and environmentalists sharpened the focus of members of Congress, who do not have to approve China's admission, but do have to pass legislation granting China permanent Normal Trade Relations (PNTR).
