The purpose of this publication is to provide guidance on the development of, or improvement of an existing nuclear security detection architecture that establishes systems and measures for the detection of criminal acts or unauthorized acts with nuclear security implications involving nuclear and other radioactive material out of regulatory control. This publication provides guidance to States for the development of an effective nuclear security detection architecture for detection of a criminal act or an unauthorized act with nuclear security implications involving nuclear and other radioactive material out of regulatory control.
