In the U.S. the new year also ushers in a new and much-anticipated government administration of President-elect Barack Obama. Considering that Obama's most popular campaign theme was "hope," it is not surprising that he will find himself in the position of a figurative Santa Claus-deluged by the wish lists of thousands of competin interests. There is hardly a field-from the environment to education to scientific researcl to public transportation-where advocates haven't pinned big hopes on the Obama administration to advance their agendas.
