The development of the German Satellite Navigation Plan (GSNP, in German: DSNP) was initiated by the German Ministry of Transportation in 1994. It is the essential means for a broad distribution of information concerning radio navigation systems in Germany. Whenever available, this navigation plan also covers all private providers, that make their information available to the public. Currently, special interest is focused onto the fast growing market for the satellite navigation systems. Therefore, the aim of this satellite navigation plan is to support this highly sophisticated and interdisciplinary system for positioning and navigation purposes. The GSNP serves as the coordination tool for all individual operated systems. It's intention is to support the interoperability of all existing systems and promote a rapid and economical usage of satellite based systems for positioning and navigation purposes. Since global satellite systems cannot only be considered from a single national point of view, it is necessary to incorporate international interests in particular the European environment. Therefore, the GSNP serves as a political guideline for official German delegates within international committees and working groups. The structure of the GSNP incorporates all different user groups like land vehicle navigation, aviation and maritime applications as well as surveying. Here, one very important point is the combination of all user groups in respect to a common telematics structure, since this is the only means for an efficient and economic solution for future requirements. Starting from this basis, all available as well as all currently introduced and future planned radio navigation systems are analysed in respect to possible faults. Then, possible measures can be taken in order to prevent such faults and find solutions for the future. Above that, the GSNP shall provide a framework for both single users and larger user groups in order to serve as a base for future activities. Thereby, an important policy guideline for investments from administration and industry has been contributed.
