Shipbuilding is a valuable but perishable commodity, and an industry subject to boom and bust cycles. Equipment must be kept current and well-maintained, a supply chain of sub-contractors and vendors must have steady work, and more importantly, a skilled and educated work force must be kept engaged and relevant. But Canada's shipbuilding industry had lost its edge, particularly as it pertains to the construction of complex combatants.
