With increasing aware- ness of the importance of taking a Total Ship Systems approach to the evaluation, Development, and design of Navy ships, Mission Effectiveness Analysis is becom- Ing a driving force in naval ship design. Shrinking defense budgets demand that Our navy carefully structure its future Fleet to achieve the highest possible Combat capability within available fund- Ing. As part of the DOD 5000.2 Acquisition process, any new shipbuilding Program requires an Analysis of Alterna- Tives (AoA) of all design options before Proceeding with preliminary design.
