Electricity travels easily through a conductor - metals are generally good conductors and copper is especially so - hence its use in domestic and commercial cables. Electricity does not travel well through insulation - ceramics and plastics are on the whole good insulators and are widely used for this purpose. Ceramics don't tend to bend or flex too well so plasticised PVC is generally used as an insulator around basic cables.
