Unless major changes are made in the way we govern and manage public services, changing the Government will make little real difference.Our society is too centralised, too bureaucratic, with too many decision-makers and report compilers in too many strata of management. Services are silo-based, both within organisations and certainly, between organisations.Why mention this? Because now is the time when what councillors have believed instinctively for many years is attuned to what the vast majority of people on the street are calling for.
