I felt for both Roberto Mancini - the manager of Manchester City - and Tory leader, David Cameron, last week. Both learned that spending millions of pounds is no guarantee of success.As I write, we have spent a weekend without a new government and it is not yet certain if we will create Britain's first national coalition government since 1945.The same luxury cannot be afforded to local councils, where leaders will this week be confronting the reality of massive reductions in funding and the consequent reductions in staffing and services.
