It's getting better all the time

District CPA in England came in with a vengeance last week when the Audit Commission unveiled the full league table of districts - together with a raft of other documents (see The MJ, 8 September). But buried beneath the league tables and consultation documents, the commission also told councils the lessons it had learned about improvement. It identified eight 'breakthrough' areas, to help authorities climb the CPA scores, and told councils what they needed to do to get better. One of the things the Audit Commission has made clear is that all councils - even the excellent ones - still need to improve. It claims the councils making the most headway in improving are those which: 1. have a clear sense of purpose 2. have the resources 3. have effective systems to channel resources where they are needed.
