The CLG must improve its policy delivery to become a 'big hitter' within Whitehall, an influential panel of MPs has reported.A review of Eland House's performance by the Commons CLG select committee, published on 3 March, warns several key policy programmes are in disarray, despite department improvements elsewhere.The committee, chaired by Labour's Phyllis Starkey, is particularly critical of the eco towns,Decent Homes and home information packs programmes (HIPs). The eco towns policy is described as 'clearly in some difficulty', partly because of the 'department's weakness in enthusing its delivery partners'.The 'mishandling' of HIPs is 'evident', according to the report.Caroline Spelman, shadow communities secretary, said: "This savaging is a vote of no confidence in the Government's record.'
