Council leaders have insisted they are 'committed to change' after a charity warned that 'devastating cuts were leading to a children's mental health crisis'. Research by Young Minds found that 60% of upper-tier local authorities in England had cut or frozen their children and adolescent mental health service budgets since 2010/11. Some 55% of councils that supplied data admitted they were cutting, freezing or increasing below inflation their budgets between 2013/14 and 2014/15. Deputy chief executive of the Centre for Mental Health, Andy Bell, said: 'Cutting early intervention services is a false economy that will leave children at risk.'
