Why did BMC make a 970cc Cooper S?

"BMC, during early 1964, had the 1071 S at their disposal and, fine car as it was, it fell short in the 1300 international class and was too big for the 1-litre international class. Accordingly BMC produced the 1275 S for the 1300 class and the 970 S for the 1 litre class. Simple as that - both were competition driven. The 1275 was now in a class capable of overall wins and was by far the most popular car built for that very reason.
