Considering the issues of war and peace, experts always pay special attention to the objectively existing interconnection between politics, economy and war. The unity of war and politics has been long acknowledged by the majority of military theorists and practicians. It was not by chance that the expression by German military strategist Karl von Clausewitz: "War is a continuation of politics by other means," entered all military art textbooks. Another strategist Dietrich von Biilow wrote in his essays that politics, by declaring war, leaves to the military art a number of reference points, which as a whole represent a basis for waging a war.
