A Commentary on 'Updating the Duplex Design for Test-Based Accountability in the Twenty-First Century'

In their article, "Updating the Duplex Design for Test-Based Accountability in the Twenty-First Century," Isaac I. Bejar and E. Aurora Graf propose the application of a test design-the duplex design, which was proposed in 1988 by Bock and Mislevy-for application in current accountability assessments. Additionally, Bejar and Graf update it using today's computer technology and the current necessities of test-based accounting. I fully agree with Bejar and Graf that their proposed design can serve as a very good basis for improving future assessments. However, the question arising for me reading this article was why such a plausible test design as the duplex design needed more than 20 years to be rediscovered and put back on the agenda of test development.
