Development of a Regulatory Framework for Material Selection, Corrosion Management, and Pipeline Integrity Monitoring

After being established in 1973, The Norwegian Petroleum Dictorate (now The Petroleum Safety Authority) began developing a regulatory framework for the petroleum industry. What originated as prescriptive regulations with detailed requirements have developed into functional and goal-setting regulations and guidelines. This article describes the process that was followed throughout the development over the years and stresses the importance of government-industry cooperation and the incorporation of international standards into national regulations.
