While Louisiana's violent crime rates showed decreases, violent crime rates were 1.5 times that of the nation and murder rates were more than twice the national rates.2 With 40.4% of Louisiana offenders having committed violent crimes3 and a recidivism rate of 31.8% (2008),4 the need for rapid investigation and resolution to forensic cases was apparent.
