Enterprise development is inseparable from talents, for talents come first in resource management. At the same time, talents are the most important resources to promote scientific progress and economic development. In addition, talents are the most powerful indemnity to accelerate enterprises development. In modern enterprise management, human resources management plays a more and more important role. This essay analyzes the problems in talent recruitment, allocation of personnel and talent retention, basing on the game theory and methods. By modeling study on human resources management, this essay discusses the solutions to those problems.
