摘要

The article theme is that the environment of talented person's resources development under modern predicament is the sum of all the external conditions, which causing effect to talented person's resources development, in the context of building a moderately prosperous society. The conditions mainly include policy environment, education environment and utilization environment in talents resource development. The research result is that policy environment is the political compass and regularity warranty, education environment is the decisive element and main channel and utilization environment is the activities and practices for talented person's resources development. Collectively, the 3 sub-classes of environment constitute a major environmental system for talents resource development. The main use of methods contains systems analysis and literature research methods.
