USPS Reform: A Call For Clarity

The behavior of Congress toward the Postal Service has been both baleful and unclear. It lacks even the clarity associated with its abuse of the Defense appropriation bill which contains $4 billion for equipment that Secretary Gates and the Joint Chiefs said they don't need or want. Examples: $465 million for an alternate F-35 engine; $2.5 billion for ten C-17 transport planes.
