In iOS 7, Apple introduced Control Center, the collection of settings you can access by swiping up from the bottom of the screen. On the iPhone, one of those options is to trigger the flashlight. You may think you need to swipe back up to Control Center again to turn the flashlight off, but that's not the case. Simply tap the camera icon on the lock screen to turn the flashlight off.
