On November 23, 2004, I gave a talk entitled "How Energy Efficiency Drives Energy Lighting Codes" at the Pacific Energy Center at the invitation of the IESNA Golden Gate Section and the Lighting Forum. This New Yorker considers San Francisco the nicest city in America, so I was delighted to make the trip to California. California built no new generating plants in the '90s, while demand increased 1.5 percent per year, leaving the state vulnerable to the Enrons, who manipulated energy supply, overcharging the state billions of dollars. The California Energy Commission (CEC) responded in 2000-2001 with the "20/20 Plan," giving consumers a 20 percent rebate in any month in 2001 where usage was 20 percent less than in 2000. In addition, one million CFLs were installed as both incandescent replacements and incentives contributed to a reduction of electric energy usage of 15 percent, saving a higher percentage of electricity in one year than the entire nation did during the fuel crises of 1973 and 1979 combined.
