What was originally planned as a short overview of the history of the European research library association LIBER ended up as a book of 400 pages, the author tells in his preface. The many pages are valuable as they present material which are known to only very few. The book is organized chronologically and starts with the foundation of LIBER in 1971. In focus are the relations to the Council of Europe which for many years was the principal stakeholder and sponsor of activities. Aspirations were great at the beginning: the aim was to establish close cooperation within the group of European national and university libraries in order to improve library services.
