Libraries in Rhode Island, stung by a report from the American Civil Liberties Union (ACLU) of Rhode Island criticizing their compliance with the Children's Internet Protection Act (CIPA), responded by making it somewhat easier for adult patrons to get uncensored access, as the Supreme Court dictum requires, and began to consider less stringent blocking standards. The report, "Reader's Block" (see www.riaclu.org), noted that, while CIPA requires blocking only of obscenity and child pornography for adults (as well as "harmful to minors" materials for those under 18), the Cooperating Libraries Automated Network (CLAN), which provides filtering for most Rhode Island public libraries, had chosen three ofWeb-sense's multiple categories to filter: sex, adult content, and nudity.
