Public Access Mandate Sparring

The public access mandate for the National Institutes of Health (NIH) passed by Congress at the end of last year (see News, LJ 1/08, p. 19) drew harsh criticism from the Association of American Publishers (AAP). AAP said it "will urge NIH to conduct a rulemaking proceeding, with opportunity for public comment," before implementing the new policy.
