The Library of Congress (LC) last month issued a statement arguing, in part, that allowing U.S. consumers to "unlock" their cell phones was not an issue that should be decided every three years using the library's power to grant temporary exemptions to the Digital Millennium Copyright Act (DMCA), which criminalizes technology used to circumvent digital rights management (DRM) software.
