Gew?hrleistungsstaat und Arbeitsmarkt: Zur Wirksamkeit neuer Steuerungsformen in der Arbeitsmarktpolitik

The model of the “ensuring state” determines also the reform agenda of the German labour market, evidenced for instance in slogans such as “Fördern and Fordern” (actively supporting and demanding). The article defines the most important elements of this model and tests the concept using the reformed German “Federal Agency for Labour” as an example. Objectives and experiences of these reforms are compared with the analytical and normative premises of the “ensuring state” in order to sharpen and to modify them.
