According to the National Center for Education, we have more jails and prisons in our country than we have colleges and universities. And the churn of people in and out of our correctional facilities, especially our jails, is constant. We know that jails are a complex, transient operation that can be chaotic and dangerous, so how do we make changes to improve the system, especially with limited resources?
