Odd couple: Are good projects the result of good design or good construction (or both)? Two new Seattle streets offer some answers

Over the past decade, the city of Seattle has been experimenting with enhancements to streets and sidewalks that reflect the city's environmental values. Changes to surface water systems, planting, and paving have been accomplished when there has been a need to replace utilities, provide new pavement overlays, or widen sidewalks to make more generous bus stops. For example, when two major downtown streets were recently repaved, a parallel effort replaced sick trees with healthy ones and dramatically enlarged the tree pits, covering them with permeable material.
