The Roadless Area Conservation Rule for federally owned forests, known as the "Roadless Rule," was established by the Clinton administration in 2001. It governs the management of 58.5 million acres of federal forests and prohibits road building and timber harvesting on undeveloped tracts, though it allows for recreation. Now Colorado wants out of it.
