E-Rate Gets a Rewrite

When the national broadband plan was deliv ered by the Federal Communications Commission (FCC) to Congress last March, its authors recommended a fresh look at the E-Rate program that nearly every school—private and public—participates in at some level, receiving discounts on telecommunications services and internet access. Six years have passed since the previous modifications to E-Rate regulations, and in that time technology has undergone major transformations. DSL is no longer the gold standard for school connectivity, and teaching methods integrating digital tools and content have exploded. It was time for E-Rate to be overhauled too.
