Think back 10 years ago: no ubiquitous cell phones and smart-phones, no broadband, no YouTube, no iPods. One way to move forward is to remove the pockets of success (they remain isolated for too long) and somehow force teachers to update their skills, curriculum, and methodologies by working with those who have had success. Give teachers a sabbatical to catch up, then integrate, and then teach a coworker.
