Editor's Note: The discussion by Professor Kareem and Dr. Chen was published in the February 2010 issue of the Journal (Vol.rn136, No. 2, DOI:10.1061/(ASCE)ST.1943-541X.135). It is normal practice for the discussion and closure to appear together. However, due to unanticipated circumstances, the Closure was inadvertently left out of the February issue.
