It was supposedly an Italian transport minister who made the often quoted statement 'There are two kinds of madman: those who think they are Napoleon and those who think they know how to run the railways'. Certainly the constant changes in railway organisation in many parts of the world suggest that the problem of how to run the railways is far from resolved. In these changes, American and European approaches are often presented as polar opposites.
