摘要

The build-operate-transfer (BOT) concept began to take root in 1980s as a project financing model and has gained popularity since then. Faced with fiscal pressures on government budgets and burgeoning national debts, governments in both developed and third-world nations have used BOT to cope with the increasing demands on infrastructure and public facilities in their countries. The BOT concept is actually quite simple. It involves the use of private sector resources for public benefit. In a BOT project, private investors receive a concession to finance, build, and operate a facility over a set period of time. At the end of the concession period, control of the facility is transferred back to the government. It seems to be a win-win solution for all the parties concerned.
