It was almost 10 years since IMO required every country to separate their safety investigation from other investigation in 2010 year. So, we want to know how many changes in China marine accident investigation and what is the difference with other countries, lots of literatures just compare the structure and working flow between different countries. Then we started to think what the real reason or first reason is that those country built independent agency to survey marine accident. Finally, we dug out the reason and have some suggestions for China marine accident investigation. IMO required us to conduct a safety investigation. On 16 May 2008, the CODE OF THE INTERNATIONAL STANDARDS AND RECOMMENDED PRACTICES FOR A SAFETY INVESTIGATION INTO A MARINE CASUALTY OR MARNE INCIDENT (CASUALTY INVESTIGATION CODE) was adopted by resolution MSC.255 (84) of the 84th IMO Conference. On 1st Jan, 2010, Chapter Ⅶ-1 of the Safety of Life at Sea SOLAS convention had been amended to enforce the first and second parts of the Code.
