PHMSA Issues HM-254 Final Rule Converting Special Permits into Regulations and Changing EX Approval and Communication Requirements for Air Bag Inflators,Air Bag Modules, and Seat-Belt Pretensioners

On July 30, 2013, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published a final rule, HM-254, in the Federal Register (Docket No. PHMSA-2010-0201; 78 FR 45880). The final rule incorporates the provisions of two special permits into the Hazardous Materials Regulations (HMR), related to air bag inflators, air bag modules, and seat-belt pretensioners. The final rule also revises approval and documentation requirements for these devices when classed as UN3268, Air bag inflators, or Air bag modules, or Seat-belt pretensioners, Class 9.
