PHMSA Issues HM-233F Final Rule Adopting 96 Special Permits into the HMR

Through this comprehensive effort, PHMSA, its DOT modal partners, and the regulated industry have managed to convert the provisions of 96 special permits affecting 832 holders into regulations of general applicability. Although the calculated monetary savings from this effort are modest, and there are over 1,000 special permits still active, there are benefits to both DOT and the regulated industry in having almost 100 less special permits to deal with on a continuing basis. It is hoped these rulemakings take place frequently and in a timely manner to reduce the need for special permits, particularly those that are widely-used and long-standing, to the extent practicable.
