Establishing standard measuring instruments both for measuring principal and derived physical quantities is a goal for the national standard laboratories. The measurement of computer performance is essential for the quality certification process. The general computer speed is the most important parameter that defines the performance level. For measuring computer speed accurately, this should be independent of the internal computer clock. This paper makes a comparison between the known methods of computer performance evaluation and proposes a modified system for that purpose. The proposed system has a standard duration measurement facility for measuring the overall relative computer speed in addition to the CPU speed and any other computer component bandwidths. It depends on an external accurate clock signal with high frequency and additional timer circuit for accurate and high-resolution timing. Moreover, it minimizes the effect both of the parallel processing mechanisms and the optimizations done by the compilers on the performance measurement process. As a part of the experimental work, the operability of the system on the DOS and Windows operating systems has been investigated. The experimental work has shown the system accuracy and stability.
