A recurring issue in management newslet- ters and the business press is a need to find better ways to help CEOS be accountable for performance, specifically, their own perfor- mance, their management's performance and their organization's performance. The under- lying theme is that senior management too of- ten is well rewarded for dismal performance by the organizations they lead, even as those firms are downsized or sold off. There are a number of practical reasons why This situation can and does occur.
