摘要

The national highway system is deteriorating at an alarming rate. Existing funding sources, including the traditional federal/state partner- ship created by the Federal-Aid Highway Sys- tem and related gas tax trust funds, cannot keep up with the need for road rehabilitation, much less expansion, especially while ham- pered by environmental processes and con- straints that make expansions expensive and time consuming to process. However, addi- tional highway capacity is needed desperately, especially in urban areas, as part of multimodal transportation plans designed to increase both mobility and air quality. To pay for expansions and improvements, states need a new way to do business.
