How the Chinese Communist Party (CCP) recruits, promotes, classifies, motivates, trains, pays, disciplines, demotes, and dismisses its corps of cadres and officials is a vast subject, and a subject that warrants significant scholarly attention and research. Past studies of China's administrative reforms have touched upon these questions, but Wang Xiaoqi's book is a comprehensive and contemporary study of these questions. Wang is correct that since the reform era civil service reforms have served not only managerial but also political goals. During the Maoist period, the CCP used political loyalty and personal connections as the basis of cadre recruitment and promotion. The post-Mao period reversed the trend and sought to impose meritocratic rules. Separate categories of professional and political civil servants (akin to civil servants and elected political officials in democracies) were created to achieve this goal. Post-Tiananmen, however, saw another wave of reforms that, while continuing to modernize China's civil service, also strengthened the Party's control over cadres and officials.
