1. Manuscripts, hard copies in quadruplicate and in English,should be submitted by regular, unregistered mail, to the Editor in Chief. Authors may want to recommend an associate editor most related to the submission to possibly handle it. In addition, to assist the Editor and speed the decision process, authors may include a PDF file of the paper on disk with the submitted copies of the manuscript.
