Balance of investment: The campaign choices that navies face

Around the world, navies are changing as the social, economic, scientific, and technological context in which they operate changes too. While navies reflect these changes, they also help shape this context. If they did not, then they would arguably have little purpose. The biggest single issue faced by most of these navies is to decide if and where they should strike a balance between high- and low-intensity operations at a time when the international outlook has rarely seemed so unsettled but when, for many, the financial resources needed to perform their tasks are so hard to find.
