1. Submarine communications cables (SCCs) carry more than 90% of national digital data between countries and are a potentially valuable source of intelligence. 2. Although gaining physical access to SCCs is challenging, it is comparatively simple to extract data from the optical fibres within these cables for intelligence purposes, and easier still to sabotage cables to disrupt information flow. 3. Technological advancements in oceanic exploration and underwater operations are likely to further reduce the practical challenges involved in accessing SCCs for well-resourced organisations.
