How Should Public Transit Be Evaluated for a Regional Attractor? The Case Study of the San Francisco 49ers Football Stadium

Engineers are sometimes asked to develop solutions to problems that perhaps should not be solved. Imagine a bridge over the Grand Canyon; while it would be very challenging and even immensely rewarding technically to achieve such a feat, most everyone would agree that it is not a good idea for many reasons. While this example may be extreme, it illustrates the dilemma that we transportation engineers oft en face: we are given a land use plan or development site and asked to essentially, "make it work."
