Roadway Defect Surveillance—A Personal Computer-Based System

One of the basic requirements in a tort claims case against a road agency is that the plaintiff must prove negligence on the part of the agency/employee. Characteristically, these actions claim that the agency failed to respond to complaints or failed to identify defects and carry out appropriate repairs in a reasonable period of time. In order to address this problem, a systematic defect-identification process must be established by the road agency so that defects can be identified and treated appropriately. This, then, will show that the agency is addressing problems in a manner consistent with good roadway practices, within budget constraints.
