A Survey of Capacity Analysis Practices in State Departments of Transportation

Capacity analysis is a set of proce-dures used to estimate the traffic-carrying capacity of transportation facilities over a range of defined operational conditions. The procedures typically result in a determination of a level of service. They provide tools for the analysis and improvement of existing facilities as well as the planning and design of future facilities. Throughout the years a number of capacity analysis methodologies have been used. Today, most practitioners support and use the procedures and methodologies contained in the 1985 Highway Capacity Manual (HCM).
