Corridor Preservation for Two-Lane Rural Highways

The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 establishes for the first time the requirement for states to have a statewide transportation planning process. The ISTEA lists 20 factors that must be included in this process. One of the 20 factors requires consideration of the need to preserve rights-of-way for construction of future transportation projects. The preservation of transportation corridors should include a strategy for preventing further loss of capacity on existing facilities and for preventing further loss of rights-of-way, including the desirability of creating a transportation right-of-way land bank to preserve vital corridors.
